He figured a girl dumb enough to get caught in a cougar trap would also be dumb enough to believe that the world had ended and she'd have to live out her life in the bunker with him. At the time, I thought his plan had a better than 50% chance of success.

On the "menaced by a cougar" thing, I would refer you to the sequence this season where Jack, Jr. (aka Jack's "nephew") was taken hostage by his grandpa for additional evidence that Jack's amazing survival skills are clearly linked to a recessive gene.
