I'm not 100% certain of this but I think that the term "ankle-biters" comes from the way in which sheep- and cattle- herding dogs encourage the more recalcitrant of the herd to move along. It would therefore appear to be a term of approbation, not derision, one to be reveled in just as with the pyjamas. After all, who would you prefer to be associated with, a dumb cud-chewer or Lassie?
